Amendment No. 3 was offered by Representative Cissna: Page 3, line 5, following "economy;": Insert "and WHEREAS the State of Alaska has supplied the United States of America an important percentage of its crude oil production in the past three decades, helping to stabilize prices for oil in the United States, and diminishing our country's reliance on foreign oil; and WHEREAS the State of Alaska has been a cooperative and stable partner with oil companies as opposed to many oil producing countries; and WHEREAS production of oil on Alaska's Arctic National Wildlife Refuge will disturb a priceless resource, one that is of great value to Alaskan citizens; and be it FURTHER RESOLVED that the Alaska State Legislature opposes any unilateral reduction in royalty revenue from proposed exploration and development of the coastal plain of the Arctic National Wildlife Refuge and any attempt to coerce the State of Alaska into accepting less than the 90 percent of the oil, gas, and mineral royalties from the federal land in Alaska promised to the state at statehood."
